 V poplatcích ve zdravotnictví byl od počátku velký guláš. Nejprve měly mít jen regulační charakter a pouze jako takové prošly u Ústavního soudu. Později jsou již bezostyšně využívány k záplatování finančních děr ve zdravotnictví. Mezitím si však prošly tak bouřlivým vývojemplným úprav, že již pořádně neví, co má platit ani sám ministr.
